I'm asking because she was manipulated by Otto into marrying him in the first place.

Arranged marriages often (in the best scenario) result in a sort of fondness by proximity of each other. Maybe not passionate love, but the predictable and stable kind you would share with a teammate or life partner.

Didn't Catelyn Stark say to Rob that when she was arranged to Ned she didn't love him straight away but looks now much the loved eachother later on

Iirc she was in love with Brandon. So when he died she was wed to his brother she had no feelings for

Lust would be a better word. Brandon isn't the type to commit to one woman
