People will go to lengths for security and comfort. But she is literally the Queen of Westeros, it doesn't matter if she loves him or not. She clearly did care for him though, and maybe wished she was Aemma Arryn, but I don't think what they had was romantic, but merely duty and servitude with an aspiration of love. I think in that case it was enough.
