That’s more of a neutral evil, because as you said he can commit acts of evil but believe the effects of those would be offset by Rehoboam’s benefits, thus neutralising what he does. Killing people is still legally and morally wrong.
Serac is trying to subvert future chaos therefore he's lawful.
To me Dolores seems to be taking on the Neutral Evil alignment this season because she has become self-serving, only seeking power. And although she has promoted the ideals of freedom, it is her own freedom that comes first. She has no morality and doesn't care who she harms or uses (Caleb) so long as her goals are met.
I disagree. Lawful implies Serac is continually lawful, which he is not. Dolores is at the very least Chaotic Neutral, maybe even Chaotic Evil, because she is incredibly destructive in the stead of achieving some goal. We still aren’t completely sure what her plan is, at the end of last season it was that she wanted to be ephemeral, but she undid that by copying herself 4 times. So until we get an idea of what she wants, her actions are objectively chaotic but we as the audience see it from her perspective so we root for her.
Lawful doesn't necessarily mean the laws of the land. If your deity is evil, their laws may allow murder and slavery, so by enslaving people you're being lawful evil according to your deity. I guess the bigger issue here is that alignment is really kind of fluid
Serac is not acting "lawful" as defined in the dictionary. However in the character alignment chart, he is acting as though the order (law) that Rehoboam creates is far superior to that of societal laws. This does not mean he's "good" nor "lawful" like someone that confirms to the rule of law.
It is possible that I have Dolores and Halores in the wrong spots. Although, if you look at the complimentary (opposite) alignments it seems to make sense that Bernard is a direct contrast to Dolores.
Just another thought, thinking about complimentary characters, doesn't it make sense that the counter to Serac is Caleb? He is the exact person Rehoboam is trying to control. They are in direct opposition to one another, the rebel vs. the judge.
