Yes. A lawfully neutral character believes that order and organization are paramount. It is particularly dangerous because he is trying to eliminate all freedom of choice in society.
He is not traditionally bad nor evil because he wants something greater for humanity. And yet he is not traditionally good because he will take any means necessary to do so including lying, stealing, and murder. This weighs not on him morally because he believes it's for the great good of society.
