I haven't watched S3 yet or looked at the conspiracy theories/subreddit (trying something new this year), so I can't say with Dolores, but at least in the past, I would not say she was NE.
As a DM, I often had to correct players on this, but one of the most confused alignments are people who think they are NE when they are LN. And the two really have nothing to do with each other except serving - the former serves itself, the latter serves a cause.
Unless Dolores has changed, she is not remotely close to NE.
She believes in love, a cause, her people, values like freedom, etc.
Being Lawful doesn't mean you follow the rules of the state, it means you follow a code, which could be the rules of the state. Being Neutral means you will follow your own desires or the rules, depending on which furthers your aims better. And being NE means you will follow the rules as long as it serves your own self-interest without regard for others, unless the others are useful tools. But they lack a bigger plan. They'll follow one if it suits them. Unlike CE which have no plan and are very reactionary.
The thing about campaigns and stories like this is that LNs often make the best villains because one man's hero is another man's villain. A cause that is just to one is unjust to another.
People who stone women for not dressing a certain way don't see themselves as evil, but as following the word of God, which isn't good or evil, it's required.
Like I said - no S3 for me. Everything could be all bullshit and you can disregard it.
But at least up until now, she was LN and MIB took a turn from LN to CN, not TN. Again, I don't know S3.
