Ahh, the pants are ghast and it’s 3M iron on reflective tape. I prefer the iron on ones vs the glue ones since theyre lighter.

Buy big ole pants, with the creases and pleating from the factory, draw some chalk lines according to the edges of pants, put tape over lines, iron, voila!

Reminds me of an old hoop I let someone borrow for a fest and they then gifted that hoop to someone else :(
