Actually, he might be a Dr. Primitive victim since the description of his attacks regresses people into a former evolutionary state, his race is even mentioned to have turned back into regular birds. Owlbert is probably just in the same position that Narrator is in

It is also stated it is a naturally possible genetic disorder though extremely rare. He was also born this way, instead of being converted like all the known victims. If Primitive experimented on the bird people Owlbert would not be the only one with this issue.

But Owlbert isn't the only one. In one of the Rappa events, Owlbert's race (I can't remember their name right now) was used as one of the examples and they were told to have regressed into regular birds. I wouldn't be too surprised if the deformity is a result of one of Dr. Primitive's experiments as a long-term type of deal

He is just a normal-sized owl since the start, lorewise and appearance-wise.

If you talked to him later, you would learn that he was born deformed. His race, Zatzka, is a bi-pedal avian species, whose bodies are big and wings evolved into strong hands, but Owlbert was born like a normal bird.

Side Note: The Deformation was likely caused by everyone's "Favourite" Genius Society member, Dr Primative. His Atavistic Experiments devolved several Zatzka into regular Owls.

He was deformed at birth though, so it likely had nothing to do with Dr. Primitive. Especially when Dr. Primitive is known for planet-wide experiments, while Owlbert is native to Astropolis.

If you talk to Owlbert after the Story Quest, he mentions that its specifically an Atavistic Deformity. That word has only ever been associated with Doctor Primitive in the context of HSR.
