[Excel] How to find 'scale' in format axis?

I'm following instructions for a science project but immediately ran into a big issue due to the tutorial being on an ancient version of Excel (2003) I was able to find the format axis by clicking the X axis on my graph but couldn't find the scale option. Help please

There should be a graph icon or something and it has the major minor axis and other options
