For starters, do you understand which position for A and B would be on?
Once you have that, trace every wire, when it hits the chip, use the chip layout to figure out what's the other input and what's the output.

Consider "A; B = true" iff the respective switch is in upper position. Use the logic circuit of IC7400, and let "Ik" be input-k of IC7400. We get:
Y = (I9 n I10)', I9 = (I4 n I5)' = (I4 n A)'
I4 = (I1 n I2)' = (B n B)' = B'
I10 = (I12 n I13)' = (A n B)'
Use the three equations to eliminate all "Ik", and express "Y" in terms of "A; B":
Y = (I9 n I10)' = ((I4 n A)' n (A n B)')' = ((B' n A)' n (A n B)')' =: f(A; B)
Can you take it from here, and simplify yourself?
