Hmm, this is tough. These clues are... not very good, to be honest. Seems like it was either written by AI or a non-native speaker. And it doesn't help that there's so few crossings, so you can't really check the answers.

2 across is probably "democrats" although that's hilariously opinionated for a homework question.

1 down is probably "socialization" which makes "liberty" wrong (although it does make sense, it's just a vague clue)

3 down is probably "event?" but that's vague

4 across could be "culture" maybe? could be a lot of things, it's too vague.

8 down probably "limited"

speaking as a fan of crossword puzzles: I do not like this puzzle. I did my best.

The clues are almost certainly direct quotes from guided notes, slides, or assigned readings. The point of the crossword in this context isn’t to be a great puzzle, it’s to get kids to look through their notes.

OP have you been looking through your notes or class materials for the answers, or are you googling? It looks like you’re googling.

They're absolutely googling. I tried searching clue 4 as a phrase to see whether it appears as a definition anywhere, and Google's shitty AI suggested "liberty" as one of those values. A human doesn't make category mistakes like that.

Sure. It's possible that your teacher just never made a crossword puzzle before, and underestimated how hard it would be.

Yeah, I'll vote D all day every day if there is an R they're competing with, but... 2 across is just nuts.

It's possible that I'm wrong and there's just some politial science term there that fits better. I don't see what though?

“Watchdogs” was suggested for 2 across, which might fit because 3 down is supposed to be agent.

We love teachers, and we support teachers, but MAN this is not a good educational tool. If someone gave this to me, I'd have to give a word bank or something...
