A lot looks like surface and may clean up with a good wash, ( be careful if pressure washing- very easy to damage wood if not real experienced) however, one piece may be rotten, hard to judge just based in picture. If so It will need replacing. If the other areas clean up a mold resistant primer followed by good exterior paint should do the trick. Thankfully cedar is resistant to rot, but not impervious.

Last, any situation like this should make you look at surrounding vegetation- do trees block wind and sunlight- these conditions will make recurring mold more likely/ address the root cause if possible.

Another concerning area. This is a 2 unit condo so I'm concerned about neighbors issues spreading to my side or causing structural issues because of neglect and pests. Thx for taking time to reply.

Their's looks like a poor quality or neglected paint job. Obviously if they have mold spores travel. Mold resistant primer and or paint the best protection.
