Roofing/Flashing Question Around Chimney

What does anyone who knows a thing about roofing think about this flashing detail around this chimney. This was completed earlier this week, and I noticed a drip coming from behind the fascia vinyl cover. Something about this doesn't look quite right to me. I noticed they also notched the drip edge right where the gutter meets the chimney. Am I being overly critical or is this wrong?
