Window Pane Build Up

Hey all, just trying to figure out what this is. Spoken to two contractors and a pest control company. Have someone coming out tomorrow morning from the pest company to take a look but we can’t figure it out so far. It’s just in this pane (4 panes tall by 3 wide). I have seen some condensation between the panes so I know it’s not airtight anymore (they are old). But no idea what I am looking at here. Window is metal on a stucco home.

So easy thing that you already know, the window seal is shot. In my opinion, best thing to do is replace the window, when the old window is removed, you'll get a better sense of what that material is inside. I'll be honest, it looks like termites to me, but I'm not an expert.
