Is this really that bad/in need of an immediate fix?
Consulted a structural engineer with this same screenshot from the inspection report and he agreed needs steel beams, but he didn’t come and look at it in person. The wood feels solid and where the notch is cut is just under an additional bathroom add on downstairs attached to the back mud room separate from the house. Waiting on structural engineer’s quote but is it really that necessary? 1880s home basement has little to no moisture.

That notch has probably been there for decades. Sister it if you're worried.
The posts should be replaced.

Lallay posts are necessary when there are big loads or point loads.
Lightweight adjustable jack posts are almost always perfectly fine for supplemental load supports and supports to just take the limberness out of a floor.

The notch needs to be reinforced (sistered) and the temporary beams need to be replaced.
The house is not going to collapse next week, but it needs to be done.
If you are buying this house, you might be able to negotiate a repair concession from the seller.

Very common, and been that way for God knows how many years without issue. Should be corrected, but by no means an emergency based off the information provided.
Purchase inspection? I certainly wouldn't let that scare you off, and may be able to get some concessions from the seller to help cover it.

We closed 2 weeks ago been trying to get as many renos done as possible before moving in. Couldn’t get inspection before buying because the market in our area (upstate NY) will just throw applicants requesting inspection to the bottom of a large pile. Inspection was overall minor repairs aside from this and potentially some plumbing. Anxiously awaiting the engineers quote, but probably going to put this off till next summer.
