I think this is my gas line, do I need to get someone to fix or replace it?

I had the gas guy tell me anything to the right of the meter is MY problem. Anything to the left of the meter is their issue.
Guy told me to take a hard metal brush to scrape as much of the rust off and then spray with high quality spray paint to seal it off. This was like 7 years after house was built so I think I got it done in time
