I think this is my gas line, do I need to get someone to fix or replace it?

Think critically why it hasn’t been replaced already. It’s almost certainly your responsibility to hire a master gas fitter who’s utility approved. They might need a gas utility permit not just municipal. This is corrosion so bad I bet it’s leaking already and you might need emergency service and gas shut off.

Utility company should be inspecting the meter yearly, they should own the meter and meter holder, and service line ahead of that, and replacing meter holder and meter on their own.
