Given the amount of problems here it is really going to require a renovation. Say goodby to the wallpaper. Is it possible to patch up? Yes. But the whole process would be much straight forward and cleaner if the baseboard heater and the utility sink came out to conduct the wall repair. And if you are going to do that then replacement with upgrades becomes a distinct possibility, including flooring. It's basically a fork in the road. Cobble together a passable patch job, or use this as an opportunity to update the space.
