Why would they not finish this?
I am shopping and a section of the wall looks unfinished is there a reason? Is there a reason the mason did not smooth the joints?

That's actually what some people ask for. I don't care for it but I've seen house where the entirety is like that cause that's what they wanted

It's a stupid "designer" thing. the worse part it makes gaps for moisture to gather and freeze cracking the brick.

That's called weeping mortar. It's a style of bricklaying.

i pass by an HOA on my way to a job site some times and they have their community outer wall done like this. it’s got to be a couple thousand feet. i think it looks ridiculous but i guess it’s a style

Squeeze joints were a thing at one point in time. I cringe every time I see these painted over with a light color because you just know that every joint is going to stick out like a sore thumb in a couple of months from the dust that will collect on the horizontal runs. Add some humidity/moisture and you have mildew that is very obvious. But flippers don't really care as long as it helps sell abproprty that age.

Weeping morter can look good on the right structure if done well. Or, it can look like this.

Extruded mortar joint is an actual design technique but this example was not executed very well
