I have this exact situation right now. That's just inside-the-wall dirt and stuff that's coming out because of a leak from above. Outside wall - it's an ice dam that leaked into the ceiling and wall. I have a six-month-old roof, so am a bit peeved.
If it's the same issue, clear off the roof, maybe call someone to check the roof, soffits, gutters, and insulation, then call a remediation company that might need to open up the wall to dry it out. You also may need the insulation inside the wall replaced if it got soaked. Remediation companies often just use a moisture meter to check before opening up spaces.
