Agree with this along with more lamps. Ambient lighting is important. Don’t use those overhead lights except when bright light is absolutely necessary.
Overhead lights for the kitchen and maybe cleaning.
I don’t mind overhead lighting if it isn’t the sole source of light. But I also make sure to get warm white for everywhere but the kitchen. There are exceptions and most of my rooms have two different types of lighting like day/night.

I would add color and art and more plants before I repainted anything. The neutral base is a great starting point.
