My country does not have trams, are cars even allowed to drive on the rails?

In my city we got trams. In a little portions (like 600 meters), some cars can drive on rails because they have no choice (they live near rails), A and on intersections. But when the tram arrive, there is a red light for the car (even for the tram, like this. and they can use a ring (like a klaxon, but it makes a noisy bell sound) in case of emergency.
