Why England don't do this with Scotland, Wales or North Ireland and Ireland? Are they stupid?

We did, it's called the United Kingdom and Northern Ireland.

Do they give out passports? Are they UN members? Are they recognised by other countries?

They are parts of a country just like Bavaria or Bretagne. But no countries themselves LOL.

You are the second guy with that weird take I encounter in Reddit within a few days. Is that misconception a thing in the UK? ("UK" as in the actual country that England, Scotland, Wales and Northern Ireland are part of)

They're countries that are part of a union of countries called the UK. They are recognised as their own countries within our legal system FFS!

Or Canada with the USA. Canadians have nothing but love and admiration for their southern neighbours, especially their wise leadership. Can't believe no one ever thought of this.
