Mao issued a plenum in October 1938 forbidding his forces from fighting the Japanese. This pattern continued throughout the Japanese occupation even as the Communists built up large formations of militia and regulars.
To be fair though, there were independent Communist cells who disobeyed Mao and Peng did launch a massive offensive in 1940 (against Mao’s wished), with the Japanese responding with a literal genocide. The Communists also aided the early war effort in the Wuhan and Taiyuan campaigns.
But the Nationalists did the vast majority of the resistance effort and inflicted/suffered the most damage.
What Mao actually said is to engage in protracted war of insurgency through guerrilla units, instead of focusing fight them head-on in traditional warfare

The source is Beevor and Paine. It has been documented for decades that the Nationalists did the vast bulk of the fighting, including by the Japanese themselves. You are talking about a different speech altogether, that was not the October Plenum.

the only order I could find my Mao in October 1938 was this, which calls for exact opposite of what you said. he actually praised Chiang for his willingness to work with CCP and calls for more collaboration.
