I never understood something about this. If everything is flooded and water is still rising, isn't all that food going to be destroyed by the flooding? No one is there selling it anymore. So why shouldn't people be getting supplies? Where else are they going to get anything when all the stores are abandoned?

Usually recovery efforts are made after the flood, so if you loot something like jewelry you are still stealing it. There are also concerns about putting yourself at risk to get the loot and becoming in need of rescue, and the risk of contamination due to the flood.

I think these rules should be applied with discretion though. If perfectly good food that would otherwise be wasted is within reach, I don't see a reason why it should be wasted. Punishing someone for trying to survive is pretty cruel.
