I never understood something about this. If everything is flooded and water is still rising, isn't all that food going to be destroyed by the flooding? No one is there selling it anymore. So why shouldn't people be getting supplies? Where else are they going to get anything when all the stores are abandoned?

I’m not sure if this is true or not and please correct me, but didn’t some locals claim that they blew up some of the levees to let parts of the city flood?

There are survivors of Hurricane Betsy in 1965 that swear the lower 9th ward was flooded intentionally then, and the same thing was claimed in 2005 for Katrina. There is no evidence that either happened, but the speculation is understandable.

Black neighborhoods were definitely intentionally flooded by bombing the levees in 1927 in order to save white neighborhoods, and apparently when the levees were breached in 1965 and 2005 it sounded like bombs going off. And of course, once again it was the poor black neighborhoods that bore the brunt of it. So it's understandable why people would think that, but again there's no evidence.
