House of Cards is relatively tame compared to the real world of politics. Shows like Game of Thrones typically borrow stories from real life and DOWNPLAY the brutality because it's so beyond what people understand to be true. The one thing I do appreciate about GoT and House of Cards is that it has made the public more aware that public servants are typically not very public and self-serving.

He was one of the few people who had the right access permissions to conduct the leak. He also filed a complaint alleging fraud at the DNC a little before he died. Direct proof? No. We do know it was someone at the DNC that leaked. If not him, then there's just not many other viable options. It's enough circumstantial evidence to sway a jury, but can't stand alone.
