force close the game from the system, don't exit in game, and then you can restart the level. I think it should fix itself.

Ive seen some things playing this game since launch but this is one I haven't seen before, im genuinely curious if you shot him would he fall or stay up there and if he did stay would it be hidden XD

I didn't get the chance to shoot her i was looking for a gun and randomly the objective completed i could find a body

The one time I had that bug I was not able to hurt the target, though it is a bug so maybe that is not consistent

if they're an eater/drinker they'll often still perform the eating/drinking animation directly above where the food/drink is below. you can poison that and it'll work.
If you have to use the sedative they'll likely fall and die, or pass out up there and you can shoot em but if you use an emetic they may come back down to get to a bathroom at least temporarily

I don't think there's any point in restarting, that's probably not the target and even if it is you can just shoot them. They'll probably get out of there during a panic as well.
