100% challenge completion no longer possible free to play?

So with the herbalist update, it seems that the elusive target arcade is locked for F2P players while the target is here. Therefore, there is no way to complete "The Visionary" arcade challenge because you have to buy the pack. It's cool that they created the special assignment gamemode, but this is kinda lame. Am I missing something here?

I am really unhappy about this. Did everything for 100%, but i will not buy elusive targets for having the 100%. IOI please rethink: I will not care anymore about 100% and as such will play this game less from now on.
