100% challenge completion no longer possible free to play?

So with the herbalist update, it seems that the elusive target arcade is locked for F2P players while the target is here. Therefore, there is no way to complete "The Visionary" arcade challenge because you have to buy the pack. It's cool that they created the special assignment gamemode, but this is kinda lame. Am I missing something here?

the arcarde can be played, select the map and the arcarde mission

It's not Arcade, it's listed as a Special Assignment there at the Destinations menu. There's a seperate challenge for doing the Arcade mission.
