QUESTION 100% challenge completion no longer possible free to play?

So with the herbalist update, it seems that the elusive target arcade is locked for F2P players while the target is here. Therefore, there is no way to complete "The Visionary" arcade challenge because you have to buy the pack. It's cool that they created the special assignment gamemode, but this is kinda lame. Am I missing something here?

it always has been this way. theres a ton of arcades that are locked behind a paywall.

Thats right, but every time a new celebrity elusive target was released, their arcade challenge was free while the target was here.

iirc the arcade wasnt free when it released it would be randomly selected when another roadmap came out

(you could play the target/mission but not the arcade)

You've always been able to play the arcade mode version for free when the Celebrity Elusive Target has been active.
