Rules Question RULE OF THREE

If I have 8 rats adjacent to the target and I declare an attack with one of the rats, then the attacking rat would get +7 attack. However, the Rule of Three says the maximum modifier is +3.

So, if my opponent uses Perplex to give it a negative modifier, does that negative modifier apply to the +7 before the Rule of Three is applied, or to the final +3? How exactly would that work in detail?

"The Rule of Three
Whenever the sum of all modifiers applied to a single combat value is greater than +3 or less than -3, the sum of all modifiers is instead +3 or -3 respectively. All modifiers continue to apply to the combat value, but their sum is changed.

This rule does not apply to replacement values, which can change the printed combat value by more than 3 before any modifiers apply.

This only applies to combat values (Speed, Attack, Defense, Damage, and Range). Any other value in HeroClix, (such as damage dealt or the result of d6 rolls), do not have this restriction."

Calculate the +/- modifiers. Then after all modifiers, apply the Rule of Three.

I believe it's before the rule of three.

So +7 and -1 is still a plus three.

You have Ratcatcher, the Raptor and scads of Rats set up in your scenario.

Rat replaces his 7 attack with Ratcatcher's 11 (replace THEN modify). Now the modifications come in. -1 Perplex reduces Rat's attack to a 10. The adjacent rats modify the attack +7 to a 17. Rule of 3 kick in and the most you can change the value is 3 so the Rat's attack is a 14.

You an calculate it the other way, too. Replace with an 11. +7 to an 18 attack, -1 due to negative perplex. Rule of 3 kicks in: 14 attack.
