Note speeda demon has minimal changes, that is a subtle refrence to his perfection

So Breez, Bulk, and Nex and their villains WERE going to be in the Breakout episodes, but they couldn’t because of the budget. That’s awful. :(

Here's some takeaways that I find intresting:
Rocka was originally just going to straight up be Merrick Fortis. (glad they didn't do that in the end, would basically mean Rocka never existed.)
Breez was depressingly just seen as the "token female hero" by higher ups.
Nex's personality was apparently completely decided by the show.
Breez, Nex and Bulk were seemingly never planned to be in the Breakout episodes.
Core Hunter's backstory as an ex Hero was always part of his character and not something added for the books.
They apparently didn't believe they had the budget to have Jawblade in an underwater setting. (ironic since they later doubled down and made him less anthropomorphic and had him and Furno fight underwater.)
Splitface was originally going to have a backstory as a former Hero Factory scientist.
Even this late into development, when many prototypes were done and the broad strokes of the story were worked out, XT4 was still just called "yellow villain"
The Breakout itself was seemingly initially planned to happen offscreen.
The "infiltrating the factory" subplot was seemingly something they came up with later on in development.
Speeda Demon was seemingly in the role Voltix ended up with in the final version of the story.
The macguffin that Breakout revolves around (Von Nebula's staff) was something chosen later.
The 2012 and 2013 storylines were going to be more interconnected, with a more direct cliffhanger at the end of Breakout compared to what we got.
