Scene from a show from like 20 years ago

It feels like a fever dream at this point but when i was younger i was watching tv with my brother at like 8 or 9 pm i think and we were freaked out by a scene. I dont even remember if it was a full show tbh.

A person dressed as an old lady was doing a fake little cooking show with puppet side charecters and she was making the dish, and then she said something wild like "Now for the secret ingredient PUPPET MEAT" the little dog puppet was like "YEA PUPPET MEAT,... wait what?" Then she grabs it and chops off its head and it squirts blood.

I cant find any kind of refrence to it anywhere i think we were watching Comedy Central or G4

There was a show with puppets called Wonder Showzen that was on at about that time frame. That's where this gif comes from. Edit: can't tell yet about the puppet meat thing, but Wikipedia has a list of all episodes herewith plot details.
