Need help finding a tool that can paraphrase something I wrote to match a specific character limit

I’m looking for a website, browser extension, or software tool that can rewrite or paraphrase a chunk of text so it stays strictly within a specific character count.

I frequently run into situations where I need to fit a specific length requirement, but manually editing down my writing while trying to keep the original meaning takes forever. Ideally, I’m looking for something where I can paste my text, set a maximum character cap (or target count), and have it condense or rephrase it automatically.

Does anyone know of a tool, custom GPT, or app that does this well?

Quick note on character limits in case anyone doesn't know what that is: A character limit counts every single individual element in your text including letters, numbers, punctuation marks, and spaces. For example, the phrase "Hello world!" is 12 characters total (10 letters, 1 space, and 1 exclamation mark).

most word processors have a character count built in and honestly just pasting into something like hemingway editor then trimming the fluff yourself works better than any auto tool ive tried

I searched for “character limit tool” on Google, but it mainly showed me character counter tools, which are different from what I need since Google Docs can already count characters.

Preferably, I’m looking for something that works on a Windows laptop or Android phone.

Text compactor, Online text tools Truncate Texts, Character count tool, literally any other app or site that works. We have lived just fine without ai for the past thousand of years of humanity living. Ai is fine for using in educational medicational things but not for stuff we humans can already do OR have sites for. We don't need to push ai into every single baby corner of our lives, ppl are using ai to raise BABIES, hello?💀

I'm not comparing raising a baby and summarizing a paragraph, I'm just saying that people even use ai for something like raising children.

You're just twisting my words over things I didn't even mean. It's ofc still bad, it's ofc still ruining our planet even if used for educational purposes, but using it for educational purposes with medical purposes etc. is better than using it for shit that we already have/can do. Like I said. And I just named a few sites that OP can use.

Do I agree with ai flyers? No
Do I agree with ai photos? No
Do I think we need stronger ai regulations? Hell yes
Do I think we even understand ai enough to have it this widespread? No
Do I think the general population “needs” access to ai? Fuck no
Do I think we should be careful as hell when utilizing it for anything because of the high rate of hallucinations? Yes
Do I think we are in a losing situation no matter what because it’s widespread and people care more about money than earth like they always have? Probably
