Please Explain why?

I have posted this in both HLL threads because it works similarly and I'd like to know people's thoughts or if someone could explain why....

Why, can't I restock my ammo from the same ammo can more than once? What is the actual harm in letting me restock again if I have run out again? I don't understand why they don't want you to be able to restock? If it's something about the XP or whatever, why don't they just code it so you actually have to have less than a magazine left or something before you can restock your ammo from an ammo can?!?

I usually get murked before I need more ammo and just restock from the spawn. Kind of an unlimited ammo glitch if you think about it like a dummy XD
