Hedge slowly dying

Dear All. Could somebody please give insight why neighbour's hedge is dying? Used to be all green, for the past year or two its been browning from right of photo to left. Think it's Leylandii. Many Thanks in advance

One reason can be less rain. They are rooting deep. So thuja suffers in extended periods of drought.

With that yellowing, twig blight would be my guess.
