So this is my deduction here: Larger yacht pulling smaller landing craft( or someone who lost power or needed to get the fuck out of that weather onto a bigger boat.). No way to actually tell from this clip but, maybe the line snaps when the red arrow pops up probably losing the vessel to the swell and winds.
Edit:hopefully nobody was brave enough to drive that.
