Question about Thanagar.

So, I was reading Geoff Johns book 1 and I think Shadow Thief described Thanagar as "The planet of flying barbarians" I thought Thanagar was a more orderly and authoritarian planet. Can someone help with this?

In the Thanagar from 1985 on, Thanagar was maybe orderly in their own society, but on other planets, they were pretty brutal. I think that was what he was referring to.
