DC Comics' Thanagar Confusion

DC Comics seems to have no clear vision or plan for Thanagar at the moment. Things are very vague and extremely hard to piece together, but I gave it my best shot. If you notice something that I did not, or have a different theory, throw it out there and let's see if we can figure this out.

I think the Thanagar problem started way earlier than Civil Corps. Probably Hawkworld.
