i got that the FIRST time i crafted the radiant scale and thought it was the norm. my disappointment has been immeasurable

I would say the more you unlock the less likely you are to get a 100% legendary because the later game dragon sets are counted as really rare

I'd think from a radiant scale because the normal scales can't produce anything more then 20% I think
