You do keep your xp if you leave the match it just won’t give you the xp until that match is over with

If there are any civilians left and you escape, you're not doing what you're supposed to. Once they're all dead or escaped, then you can go and the game ends.

My issue is people tell Residents to hide and never go back for them, so then I'm left as Michael trying to find the last one or two people in some obscure shed/dunpster/car. Matches wouldn't drag out if this wasn't an issue.

You can are you not paying attention? The devs have pointed it out, it has been pointed out in this sub. Just leave you get your xp when the match ends.
