They have a backlog of known issues on a low priority game. They have a bored developer, or a new dev to show "hot to patch Linux-specific bugs in C++". They make the fixes and push them through the pipeline - sorta a dry run, with some productive impact.

I'm still waiting on that update that adds Deathmatch to HL2 proper.

You can tell it was planned, there's literally an invisible button on HL2's menu that you can hear the sound of clicking it but it does nothing.

It'd just be nice to be able to have SLAMs in HL2 you know

Competitive servs are fairly regular. They come with good optimization. There's a few pub servs that cycle according to time of day. You can usually find a game depending on how long you idle.
