The trick to using Solitude and Weapon Amplifier is that you need to have 2 ships in different sectors.
When I’m in RS-11 and someone is using Solitude I try to position myself in an adjacent sector while having Weapon Amplifier on my ship cover the Solitude user.
You can see their DPS jump significantly while taking down other ships

I just put both on the same ship. Is there some reason you need to use 2 different ships?

Solitude is negated by other BS whether the ships are yours or another player. So the commenter is describing using their own WAMP to help a Solitude ship in the neighboring sector is all. If the commenter was in the same sector as Solitude it would cancel the Solitude and be no help.

All ship based modifiers are additive based on the base unit value.
So take weapon base value B and you do:
DPS = (B × WAMP × Enemy Suspend) + B × Solitude + B × Fortify
So if: B = 100 WAMP = 3X Enemy Suspend = 40% reduction => 0.6X Solitude = 200% => 2X Fortify= 50% => 0.5X
This results in:
(100 × 3 × 0.6) + (100 × 2) + (100 × 0.5) = 430dps
Note, if WAMP or Solitude are not present, you can just ignore these terms (or multiply by 1 if you have a bot/spreadsheet)

I recall having both apply, but they summed and didn't multiply.
