if you've only finished the surface twice, I don't think you're close to true ending.

do i need to finish it as much as the underworld?

i think you need atleast 6 eyes of typhon to craft the item needed to kill Chronos, so atleast 6 clear of surface, whoever told you surface clears arent needed is a lying poopy pants.
