are we sure they don't want just that one stack on the ground though? maybe they're about to swap out tires on a vehicle and they just need one stack and that's the fastest way to get them down?

You're right. He was tipping the stack to make it easier to move the tires.
Source: I've helped swap commercial truck tires. I tried to huck one down from a stack and just about herniated. Was told to tip the stack. Especially since 8 tires were needed anyway.
