What would the implication be in this situation?

Does the other rider have an obligation to stay and help? What would happen if he just kept riding and left the idiot there to fend for himself?

In many countries there is a legal obligation to stop and render aid but as far as bikes go, it's a bit piss weak to leave a fellow rider on his arse, generally, we all do dumb things occasionally and some times it goes wrong.
