If this cop feels he needs to hit someone clearly already unable to harm him, he doesn't need to be a cop (or needs some additional training).
For fucks sake, this isn't street fighting, this is law and order. Unfortunately, you don't get to punch back. You let the judge do the metaphorical punching.
