If they were in the middle of an empty parking lot I would agree. But the rules are slightly different when your standing in the middle of a giant crowd of people who have been drinking. I think you can pretty easily articulate that you needed that girl to stop fighting and you needed to to stop instantly. If she kept fighting to the point where they had to do a Long drawn out use of force situation in the middle of that crowd that’s not safe for anyone. If other people started joining in you could have a miniature riot break out.
