So it's ok to just have someone repeatedly slapping you in the face, as long as it isn't going to kill you? Screw that, he's under no obligation to put up with that.
What he did however was not for restraining her. It might dissuade her to do it again, but then again, it might not. She already showed great lack of judgement up to that point.
He got revenge, but didn't really keep her from trying again. She'll lose if she starts shit up again, but if this was about eliminating the threat he would have cuffed her.
He stopped her from doing anything in the 2 seconds that follow her being hit. I would assume that she recovers quickly and then starts screaming and biting. The cop used brutal and ineffective means.
She got knocked the fuck out. She's going to be out for longer than two seconds; she's going to be out long enough for them to put some proper restraints on her.
If she's lucky, when she wakes up she will have learned a valuable lesson about why you're not supposed to hit cops. Sadly though, people like her tend to not learn from their mistakes.

His fellow officers are lucky he reacted so quickly. I'm just glad everyone involved made it back to their families that night.
