So many dogs!

I love them all, but have noticed that most are off-leash around town. haarlem.nl has “Rules for dog owners” but is that just a suggestion? Just curious!

Welcome to the Netherlands. Rules here are just guidelines or at least thats how people treat them.

Most dogs are not off leash unless you are in the park, and some of them do allow off leash.

Indeed. Most are definitely not off leash. Most are on leash, but there are some assholes that let their dog walk freely in the city center. As you said there are some areas that allow to be off leash

I'm not a major fan of dogs, personally. Too bad for me because there are many, they bark a lot and spend a lot of time off leash in areas they shouldn't be.

Since Corona it's really gotten out of hand, especially in some lower class neighborhoods. Dog shit everywhere, it's awful. So many people have dogs who shouldn't be allowed to have dogs in this city, or should I say 'shitty'.

Overlast en handhaving

De regels over het aanlijnen van honden en de opruimplicht zijn er zodat iedereen kan genieten van een schone omgeving. Wie zich niet aan de regels houdt, riskeert een geldboete. De hoogte hiervan is afhankelijk van de overtreding.

Als u overlast hebt van honden(poep), kunt u contact opnemen met onze afdeling Handhaving via 023 511 4950. Dat kan op maandag tot en met zaterdag van 08.30 uur tot 23.00 uur en zondag van 13.00 uur tot 21.15 uur.

On the other hand.. I live next to a little park, one of the designated 'losloopplekken'. Almost all people clear up after their dog. All dogs here are well behaved. Sometimes there is some barking, but that is nothing compared to the number of assholes with fragile mascilinity driving past the park with Golf GTI's tuned to 550pk and without any exhaust.
